Nature never breaks her own laws. Good people do not need laws to tell them to act responsibly, while bad people will find a way around the laws. If you have ten thousand regulations you destroy all respect for the law. Laws without morals are in vain. In this world nothing can be said to be certain, except death and taxes. The very idea of freedom presupposes some objective moral law which overarches rulers and ruled alike. Men became scientific because they expected Law in Nature, and they expected Law in Nature because they believed in a Legislator. The best way to get a bad law repealed is to enforce it strictly. The great can protect themselves, but the poor and humble require the arm and shield of the law.
